N. V. Ramana is the 48th Chief Justice of India (CGI) who was appointed by the President of India Ram Nath Kovind on 6 April 2021.

Nuthalapati Venkata Ramana[1] a.k.a. N. V. Ramana was born on 27 August 1957 (age 63 years; as of 2020) in Ponnavaram, Andhra Pradesh. His zodiac sign is Virgo. In 1975, his father asked him to move away from their home and stay with his maternal aunt as the state of emergency was being imposed in the country. His father gave him Rs. 10 and N. V. Ramana left his home. N. V. Ramana attended Acharya Nagarjuna University in Guntur, Andhra Pradesh and received his B. Sc. and Bachelor of Law degrees from there.

Family

N. V. Ramana was born in an agrarian family. He got married to Shivamala and together they have two daughters, N. V. Tanuja and N. V. Bhuvana.

Career

N. V. Ramana got himself enrolled in the BAR Association of Andhra Pradesh on 10 February 1983 and started his practice as an advocate in the High Court of Andhra Pradesh. Further, he practised in the Supreme Court of India for matters like civil, criminal, constitutional, labour, service, and electrical. He was appointed as the additional Standing Counsel for the Central Government and he was also a part of the standing counsel for railways in the Central Administrative Tribunal at Hyderabad. In June 2000, N. V. Ramana was appointed as the permanent judge of the Andhra Pradesh High Court. N. V. Ramana was appointed as the Chief Justice of Delhi High Court in September 2013 and became a Supreme Court judge in February 2014. He is a member of the General Council of the National Law School of India University, Bangalore and he is the chairman of the Library Committee in Indian Law Institute, Delhi.

Controversies

  • In October 2020, YS Jagan Mohan Reddy, Chief Minister of Andhra Pradesh and his principal advisor Ajeya Kallam alleged that N. V. Ramana had been changing the Andhra Pradesh High Court sittings and he was trying to influence the judges to destabilize the state government. However, the matter was dismissed by the court and Attorney General of India K. K. Venugopal said that the matter was ‘highly inappropriate’ and the conduct by the CM was willfully disobedient. Further, K. K. Venugopal declined any actions against YS Jagan Mohan Reddy and his advisor.
  • In September 2020, N. V. Ramana was dragged into a controversy when an FIR was registered against his daughters, Tanuja and Bhuvana along with eleven other people in the Anti-Corruption Bureau, Guntur. The complaint stated that the people involved had bought large pieces of lands illegally in Amaravati, Andhra Pradesh in the year 2013-2014.

Facts/Trivia

  • Justice N. V. Ramana was a part of the bench working for the fast-tracking of trials related to the restrictions imposed in Jammu and Kashmir when Article 370 of the constitution was repealed. He was also a part of the bench that handled the case of allowing 4G mobile internet services in Jammu and Kashmir.
  • Justice Ramana has specialized in constitutional, criminal, service, and inter-state river laws. He has taken several decisions ranging from electoral issues to bringing the office of the Chief Justice of India within the Right to Information (RTI) Act. He said-

    RTI should not be used as a tool of surveillance.”

  • N. V. Ramana is fond of reading books and his fields of interest are literature and philosophy.

  • In 2017, N. V. Ramana was a part of the bench that took the decision in the Aircel-Maxis deal case. The bench asked public prosecutor Anand Grover to file a formal petition to urge the court to not release the properties of Maran brother; however, Dayanidhi Maran and his brother, Kalanithi Maran were discharged by the court on 2 February 2017.
  • In August 2020, the Rajasthan State Legal Service Authority (RSLSA) conducted the first E-Lok Adalat under the guidance of the National Legal Services Authority. The E-Lok Adalat was organized across different districts of the state such as Barmer, Jaisalmer, Sirohi, etc. where the bench of judges took up about 45,000 cases and around 33,476 were settled. The completion ceremony was attended by Justice N. V. Ramana and several other superior judges from high courts.

  • In 2020, N. V. Ramana made a donation of one lakh each for the Prime Minister’s National Relief Fund, Chief Minister’s Relief Fund of the states of Telangana and Andhra Pradesh. The donation was made by cheques and handed over to the concerned authorities.
